Global discussion on deinstitutionalization based on experiences of people living with disabilities who lead their own life, and the networks or practices that empowered them (DPOs, peer counselling, Friends, Colleagues, Famlily members ...). This global discussion will provide material for similar discussions reproduced at different levels by DPI members (Regional, National, Local). 


Despite the fact that the United Nations has repeatedly included in its Concluding Observations the failure of individual States Parties to comply with the rights set forth in Articles 19 and 5 of the CRPD, which require an end to forced institutionalization and related human rights violations, 185 of the 193 UN Member States that have ratified the Convention on the Rights of Persons with Disabilities (CRPD) have no or inadequate policies and measures to promote deinstitutionalization.


Many persons with disabilities, including children with disabilities, are still denied the legal capacity, detained and deprived of liberty based on impairment. States parties should recognize institutionalization as a form of violence against persons with disabilities. It exposes persons with disabilities to forced medical intervention with psychotropic medications, and to the administration of drugs and other interventions without their free, prior and informed consent. 


In order to change this situation, persons with disabilities develop movement and strategy for independent living. 


The event is jointly hosted by DPI, DPI Europe, DPI Asia-Pacific, DPI-Japan and Thai Permanent Mission. Representatives of OPDs from both developing and developed countries share their good practice to lead on for inclusive society.

Concept Note


Although 185 of 193 UN Member States have ratified the Convention on the Rights of Persons with Disabilities (CRPD), almost all Concluding Observation given to them have none or insufficient policies and measures promoting deinstitutionalization.


Many persons with disabilities, including children with disabilities, are still denied the legal capacity, detained and deprived of liberty based on impairment.
